Project Management

Successful and dependable contract execution begins with a well-defined organizational approach.  Quanta Systems uses the program/project matrix management structure to manage programs of significant size or complexity.  Once contract parameters are established and the required work effort is fully defined, the Vice President of Operations assigns the contract to the most appropriate individual, usually an engineer with project management experience, to manage the program. The designated PM is an individual possessing the compulsory years of experience in the management of security projects of the nature described in the contract’s statement of work. The designated individual is a highly valued and trusted member of the management staff who is granted full access to corporate resources for the accomplishment of assigned Physical and Electronic Security project requirements.  In conjunction with the technical vice president and other applicable personnel (Vice President of Contracts, CFO, assigned engineers, etc.), the Program Manager will define the priorities and delivery schedules, establish financial parameters, determine any unique considerations and problems, and define the overall contract and task objectives.  Prior to the initiation of work activities, the Program Manager prepares a comprehensive breakdown of the work, provides the necessary specifications, assigns personnel (working with the vice president of operations and other cognizant department managers), and establishes detailed budget and schedule data for cost and schedule control.

To facilitate effective program management, Quanta promotes direct lines of communication between the Program Manager (PM) and the company's various operating groups.  The Program Manager also interfaces with customer and key subcontractor representatives to stay abreast of evolving program objectives, to maintain thorough program/order/task liaison, to assure customer satisfaction with all on-going efforts, and to ascertain any new program developments.  The PM is the focal point of contact between Quanta and the customer for technical, security, and contractual matters. 

Operationally, the program manager draws from any or all functional groups of the company to accomplish his program’s goals.  Quanta’s project organization takes advantage of the proven experience of its integrated team.  Our “flat” organizational approach, functionally aligned with “hands-on” managers provides the most cost-effective and efficient means of multiple order management because it is highly conducive to effective communications and project control.  The team’s resources include all those skills and disciplines required to execute the work described in our contracts.  In essence, the program management arrangement represents a superimposing of a horizontal program organization over the vertical functional groups, with the program manager acting for the chief executive officer in the performance of the contractual effort.  The program manager also becomes a trustee of the customer with responsibility to ensure the accomplishment of all specified requirements.
